About the Facility

The Caldwell County Community and Evacuation Center officially opened on May 22, 2026 at 2947 N. Magnolia Avenue in Luling. The 45,000-square-foot facility sits on 20 accessible acres just minutes from the intersection of US-183 and I-10, putting it within easy reach of residents across Caldwell County and the surrounding region.

Funded largely through grants administered by the Texas General Land Office, the $22 million project was built to serve two purposes: protect lives during disasters and bring the community together in better times. During emergencies the center can shelter up to 360 people displaced by wildfires, tornadoes, winter weather events, floods, and hurricanes. When not activated for emergency use, the building serves as a modern event venue available for public booking.

Two Roles, One Facility

Emergency Shelter

During declared emergencies the center can accommodate up to 360 people displaced by disasters such as wildfires, tornadoes, winter weather events, floods, and hurricanes. The facility is operated in coordination with Caldwell County Emergency Management and is activated based on the scale and nature of the event.

Event Venue

The 20,562-square-foot main hall can accommodate more than 600 guests and is available for public booking — weddings, conferences, training events, banquets, trade shows, and community gatherings. Configurations are flexible to support small breakout meetings up through full-capacity events.
